The Department of Justice has issued updated guidance on applying for re-entry visas in emergency or exceptional circumstances.

Who Qualifies for an Emergency Re-Entry Visa
To be eligible, you must:

Hold valid immigration permission that covers your entire period of travel, including your return date.

If your immigration permission has expired or will expire before you return, a re-entry visa cannot be granted.
This requirement applies to all adults aged 16 and over, including Stamp 6 holders.
Children under 16 remain exempt from this requirement when travelling with a parent or guardian who holds valid permission.
Common Reasons for Emergency Applications
You may need an emergency re-entry visa if:

Your IRP card has been lost or stolen before travel.

You have not yet received your IRP card after approval or renewal.

Your IRP card contains an error and has been returned for correction.
How to Apply
All emergency re-entry visa applications must be submitted through the Customer Service Portal. Applications must include proof of outbound and return flights.
If required, applicants will be offered an appointment at the Dublin Registration Office.
Please note that walk-in and postal applications are no longer accepted.
